On Monday, April 28, 2025, District staff and members of the San Ramon Valley Education Association (SRVEA) bargaining team met again as part of the negotiations process through mediation.

 

We are pleased to share that the District and SRVEA have reached an agreement on budget reductions for the 2025-26, 2026-27, and 2027-28 school years. Both parties acknowledge and understand that budget reductions are somber, and neither party has any interest in reducing services to students or negatively impacting staff.  Throughout the process, the negotiation teams acknowledge that this agreement reflects an understanding that we must address our fiscal condition in SRVUSD while working to provide programs and services that meet the needs of our students.  

 

As a result, we reached a tentative agreement on the following topics:

 

CLASS SIZES

  • Elementary 
    • TK-3rd grade class size remains the status quo.
    • 4th and 5th grade class size will increase to 31, which may be exceeded by 2 students when additional pay is provided to the teacher.
    • If SRVUSD receives the state discretionary block grant for next year (parameters outlined below), 4th and 5th grade class sizes will be restored for the 2025-26 school year to a class size of 29. 
  • Middle School - staffing allocations will be provided at 29:1
  • High School - staffing allocations will be provided at 29:1

 

COUNSELING & MENTAL HEALTH SERVICES

  • 4.0 FTE of Student Support Counselors will be restored to our middle schools.
  • Each comprehensive high school will maintain 1.0 FTE in Social Workers as part of the continuation of our wellness centers, and 1.0 FTE of Social Workers will be assigned district-wide. 
  • If SRVUSD receives the state discretionary block grant for next year (parameters outlined below), the following positions will be restored for the 2025-26 school year:
    • Restore 4.0 Social Worker positions.
    • Restore 0.5 FTE Elementary School Counselor position per elementary school site.
  • If SRVUSD does not receive the discretionary block grant, the 4.0 in Social Workers and the Elementary School Counselor positions will not be restored.

 

HIGH SCHOOL TEACHER LIBRARIANS

  • The District will honor SRVEA’s request to restore High School Teacher Librarians and will follow existing contract language.

 

FURLOUGH DAYS

  • Three (3) furlough days will be applied each year for the next three school years. 
  • If SRVUSD receives the state discretionary block grant for next year (parameters outlined below), two (2) of the three (3) furlough days for the 2025-26 school year will be restored.

 

EARLY RETIREMENT INCENTIVE

  • The District will offer an early retirement incentive to be implemented during the 2025-26 school year.

 

DISCRETIONARY BLOCK GRANT

  • If the Student Support and Professional Development Discretionary Block Grant is provided in the state adopted budget, the District shall utilize approximately 52.7% of the Discretionary Block Grant (the "SRVEA portion") to accomplish the items noted in bold above.

 

FURTHER RESTORATION & BUDGET DEVELOPMENTS

Beginning in November 2025 and each November thereafter during the term of this Memorandum of Understanding (MOU) for 2025-26 through 2027-28, the parties will meet to review the District’s financial conditions, including updated budget and enrollment information. Based on the District’s financial condition at that time, the parties shall discuss and consider:

  • The feasibility of restoring certificated positions that were previously reduced or eliminated; and/or
  • The elimination or reduction of agreed-upon furlough days.

"As educators, our instinct is to protect our students,” said Laura Finco, SRVEA President. “Throughout these negotiations, we remained focused on ensuring our students would not be hurt. No one disagrees: cuts hurt our kids. While we were able to come to agreement, it is not without a cost. We remain committed to ensuring the fiscal solvency of the district and are hopeful that future solutions can restore what our students have lost. We will work together to pursue a better outcome for our kids."

 

Superintendent CJ Cammack shared, "Budget reductions present a significant challenge for our entire district, with all staff impacted by the outcomes. We are grateful that an agreement has been reached and would like to jointly express our appreciation to all SRVEA and SRVUSD bargaining team members for their perseverance throughout this difficult process. With this agreement in place, we can now turn our full attention to what matters most—serving our students."
